Steering Group
The Steering Group provides strategic leadership and governance for the Network, bringing together elected representatives from the sectors, alongside a representative from our host organisation, Norfolk Community Health & Care NHS Trust. Together, they ensure the Network is effectively led, accountable, and aligned with the needs of its members.
Representatives are appointed through a formal election process. From within the group, two Co-Chairs and a Treasurer are elected to support strong leadership and financial oversight.
Drawing on their area-specific expertise, experience, and insight, Steering Group members guide strategic decision-making, represent the interests of member organisations, and agree and oversee the delivery of the member work programme. They ensure quality and progress through regular performance and update reports from Reference and User Groups, keeping activity focused, impactful, and member-led.
The Steering Group meet virtually three times per year for Network Governance and once for an in-person planning day which incorporates the governance meeting and setting and agreeing the member work programme and budget for the following membership year.

Reference Groups
Join one of our Reference Groups and help shape the member programme!
The NHS Benchmarking Network’s Reference Groups are voluntary groups of member representatives from the acute, community, ICS, mental health, learning disability and autism sectors. They play a pivotal role in shaping our projects and the annual Member Work Programme, providing invaluable insight into what is happening across their respective settings.
As a member, you will have the opportunity to influence the direction of NHSBN projects by proposing new topics and data collection metrics, providing feedback from a participant perspective, advising on project content and definitions, and supporting the monitoring of project delivery. Reference Group members also advise the Network’s Steering Group on sector priorities and help ensure projects remain relevant, robust and of maximum value to members. The ICS Reference Group works closely with other sector reference groups and benchmarking projects to maximise benefits across systems and partners.
Benefits of being part of a Reference Group include networking with peers, helping to shape future NHSBN projects, providing direct feedback, gaining early insight into projects and outputs, and exploring new and emerging project areas.
Representation is welcomed from member organisations across all sectors, including ICB members and system partners for the ICS Reference Group.
